He's talking about disenfranchised super villains, isn't he. This is all going a bit Kingdom Come.

Or original flavour "Squadron Supreme" where the Batman analogue recruits assorted villains to take down the world-controlling-for-their-own-good Superman and JLA analogue.

I assumed he was talked about the other universe , in the game. The main timeline universe characters. In the game Injustice!Batman is against them getting involved in his battle against Superman. It takes Main!Batman beating him in a fight and telling him what Batman stands for to get Injustice Batman to even let Main!Superman in the universe.

The Harley/Shazam thing is still beyond creepy and I suppose the writers/editors want us to think its funny.
