This Wolverine reads like an extreme parody now because we've had 15+ years of the current characterization that's been influenced by Morrison's New X-Men and Hugh Jackman, but when this issue came out, it's really only been a couple of years removed from '90s Wolverine, who really did talk like a raving maniac during fights and kept referring to himself in the 3rd person. Ennis didn't exaggerate him all that much.
...And before that, we had both Claremont's and Peter David's take. The character had some history by that point.
Had the situation / story been different, I suppose turning Logan, or at least, -this- version of him into a Wile E. Coyote analogue might have worked better. I also guess it'd take a better writer, and so far I haven't seen one able to handle it. The last time someone tried, it was Daniel Way and we were stuck with Pool-o-Vision.
Here, the parody falls flat (at least to me) because the overarching plot about the "downsized" mobsters and its execution sink that ship - any pretense of black humour or irony here is rendered futile.
That's what disturbs me, whereas the jobbing in itself is just a recurring trope in Ennis' work. Which makes Tieri's position even more questionable, as he only focused on Ennis poking fun at "his" comic, rather than the real issue about the story.
It's really just a re-use of Ennis' Hitman vs. Lobo Special from some years previous; in that one, Lobo gets his eyes shot out by Tommy and ends up being defeated by a wrecking ball. There's a great deal of lazy reuse of his own work and favorite tropes by Ennis in his Marvel Knights Punisher run, and this is no exception.
