This is post World War Hulk, right? Why is Banner back to being dumb Hulk and not WWH Hulk?

Essentially they just made WWH Hulk another part of his psyche Hulks, like Joe Fixit or Professor Hulk. When his son Skaar first encountered his father when he wants to kill WWH Hulk, he's rather annoyed when he just gets dumb, savage Hulk instead.

He's back to being dumb Hulk because Loeb didn't like writing another version of the Hulk.

He also didn't seem to get the idea behind the Green Scar version of the Hulk. When he did write him at the end of this storyline, he wrote him as Bruce Banner in the Hulk's body.

When Pak came back, he explained it as Banner repressing the Green Scar personality out of fear of the damage that personality could do.

That's not how it happened.

France wrecked France by not allowing France to be wrecked by Red Hulk.

What's so complicated about that?

Tony Stark, supersmart billionaire robotics inventory - DEFEATED by someone standing in front of a camera and talking very quietly. And somehow, unable to fathom a way to use his genius inventor's brain to figure out a way to make that message clearer and louder.

As with "Superior Spider-Man", none of this has any internal logic to it unless you assume that every character other than the title character is an oblivious, incompetent idiot.

You'd think that a containment facility specifically designed for Banner might include, I dunno, at least two security cameras pointed at his cell.

Also, Rulk's gun goes BUDDHA BUDDHA and that amuses me.

Yeah, but at least Superior Spiderman had some solid entertainment in the character of SpOck and the interesting status quo, even if the rest of the heroes have to be complete chumps to buy into it.

This just requires epic levels of dumb.

Enh, we're going to have to agree to disagree on that one. I actually found Freaky-Friday-Man more annoying than Red Hulk, since I at least liked and cared about Otto Octavius before they turned him into the creepy corpse-gimp and then the creepy bodysnatching sex offender.
