Also, is this the first time we've had exposure to the Ultimate version of the Watcher? (even though Reed is intimating that he exists across ALL versions of reality)

Nope. Ultimate Uatu appeared all the way back in Ultimate Origins, and again in Ultimate X-Men for a cameo.
And I think a Watcher appeared in Ultimatum.

Oh, and Ultimate Spider-Man. They gave Rick Jones superpowers and apparently didn't bother sending him a user manual.
(that is, they gave him superpowers for a reason. They aren't just going around giving teens superpowers for shits and giggles.)

I'm guessing because it looks like a reverse version of an open-topped four. By happy coincidence, it also coincides with the Egyptian hieroglyphic symbol for water, which I believe was said to be Reed's "element" as well?
