I mean... Admittedly Alpha was always going to be a sword of Damocles who might one day decide to murder them all because somebody got lost and accidentally wandered over or something. Long-term peaceful coexistence was impossible, she had to go. Even if Negan never triggered the conflict, it was almost certainly just a matter of time anyway.
But on the other hand, Negan is a war criminal and an escaped prisoner who has both the motive and the skills to destroy Rick & his people. So OBVIOUSLY Rick was going to send people after him. Negan knew that, he absolutely did know that his plan was built upon the extremely shaky premise that they wouldn't follow him which was obviously not going to happen. So it may not be directly his "fault" that the Whisperers figured out he is related to Nick's group but it's absolutely his responsibility.
It doesn't seem completely by accident that his grand gesture happened to put Rick in a position where he's about to really need every able-bodied combatant.
