I don't know why people think manipulating Frank Castle is ever a good idea. I'very only seen it work once, when Bullseye tricked him into doing his job for him in Punisher vs Bullseye.
It was the influence of Stick, i.e. "You're not good enough, so I'm kicking you off this mountain.", that landed her in the Hand in first place in the regular continuity.
"That was a very weird day", Jake Gallows the first would later recount to his grandson. "But still worth re-enacting. So I'll tell you what he told me: sorry, not sorry."
So Fisk created a future enemy for no good reason? Doesn't sound like him-- either being pointlessly cruel by leaving the kid in the room, or stupidly careless by allowing the boy to live afterwards.

Besides, Fisk doesn't live long enough for this to matter.
