Y'know, that was a thing from one of the tie-ins to the original event, there was a newspaper with various little details about the House of M world, and one of them was a little advert telling people to go and splash some radiation on themselves, or get hit by cosmic rays, caught in an exploding psyche-negatron, finding a weird alien artefact, anything, because, and I quote, "Mut-a's better than a not-a!"

I noticed that all the rando Mutants on the streets were pretty freakish. The only normal looking ones were the known mutants (the maximoffs, wolverine, etc ). So maybe Wanda left the known mutants looking the way they always look and turned a bunch of non-mutants into freaks.
