Thank you. Because it just hit me that it appears both carnivores and herbivores being sentient would make things difficult. The carnivores like the wolves, lions, tigers, bears, and coyotes would be protesting fierce because it would be unfair if the herbivores could eat somewhat while they were denied meat because their food source was now aware.
And actually, didn't it occur to the senator that the "we will starve" protest is kind of weak? Seriously:
Squirrels: Unless we all curtail equally, we will starve and run out of resources. Senator: Actually, we humans are adept at farming. Can your moose build greenhouses with 24 sunlight? Can your bears generate energy and irrigation canals to supply crops? Can you squirrels farm and plant all sorts of fruits, vegetables, and nuts instead of hunt and gather? Can you create technology to genetically create new sustainable types of crops and maximize nutrients in soil to create bigger payouts? We can create tofu substitutes so that the carnivores can eat and live off of, meaning that they can enjoy the same rights as we. Humans have all of these at disposal. We can put a man on the moon; it's not that hard to create farms and crops to feed everyone, man and animal ten times over. Squirrels and Moose:... Senator: Let's make a deal that benefits everyone, man and animal alike...

Technically we could feed all of humanity as we produce enough food*, the problem is that the distribution of it is uneven** and that the food industry is an industry not a non-profit organization with the mission to feed people.
I had to read up on this for a paper I'd to write for an Economic Geography 101 class years and years ago I don't think much changed unfortunately.
Learning about the food industry is a surefire way to lose your appetite. :/

The other problem is this: without predation, rabbits really do reproduce like, well, rabbits. Humans in much of the world, and certainly in the United States, where this is set, are already reproducing at below replacement rates, so humans have already curtailed. It would not be so unreasonable to ask other species to do likewise.
The moose is saying that animals have the same rights as humans to reproduce freely. The senator goes, but we'll all starve from overpopulation! The moose goes, then we all have to stop having babies then.
