I cannot get over hill's "you are not actually here so I have the moral high ground" rhetoric. All things considered, they are being generous with her punishment. Hell, Maria shouldn't be there either, she should by under house arrest or something.
Maybe Disney execs need to remind Marvel that telecommuting is an actual thing that has been happening just fine for at least the last 20 years. The only reason someone ever demands that another person tell them in person is so they can threaten violence against them (as Manly Guys Doing Manly Things Points Out. They are speaking to her face, they are just doing it from safe distance in case she lashes out)It is a cheap and stupid stunt and one that ought to be beneath the director of a paramilitary international organisation.

Those guys beat feet to Burbank (answering only to the Mouse) post Age of Ulton during the filming of Civil War BECAUSE the comic side heads were a PITA to deal with...including ideas the movie side knew was a BAD idea.

No, it wasn't the comic side but Isaac Perlmutter, CEO of Marvel Entertainment as a whole, as in the whole kit and kaboodle -- TV, movies, comics, etc. Well, no longer including the movies after the Burbank shift (but still including the TV shows, interestingly enough). There's no indication that they have issues with the comics creatives and editorial.

If by 'shortly after' you mean over three years later, sure. I get that it's comforting to imagine that a storyline you dislike is causing huge fallout behind the scenes -- to imagine some grand comeuppance -- but there's nothing to support it here and you're twisting facts to make it seem like there is.

Back during his time on Avengers, Bendis did have a few moments of Maria not being a Completely Terrible person (choosing not to nuke Genosha against Bush's orders, saving Tony's life from a crazy guy, and... uh... possibly some other incident), and whoever it was that wrote Iron Man after Civil War had her being not so terrible.

This. Fraction did wonders with the crap he was handed at the time, frankly. Even remotely salvaging Tony was one thing, making Hill likeable and having to deal with Tony's bad decisions was another.
Oh, no, definitely. Fraction is absolutely the sort of voice Marvel is really missing, these days. His Iron Man was great, and while a little weak in parts, I think Fear Itself is increasingly holding up over time as a simple 'heroes vs evil!Norse Nazis' story, compared to the ceaseless hero vs hero muck we're stuck with.
Their run was good too... But I don't know how much you can really pin the reset on Fraction; that was clearly an editorial choice and he did his best to dress it up in an entertaining story.
I think you answered your own question with the phrase "Chief Inspector Taskmaster", really. Taskmaster has always been a fun character...the supervillain who really is mostly in it as a professional merc for hire who gives zero fucks about your ideological bent. He just wants his paycheck and is actually very good at what he does. Him running a training facility for henchman was one of my favorite aspects of his character.
Kinda low, I'd say. Kobik's obviously a Chekov's Gun but I don't think that trigger pull is going to come quite so soon. She'll certainly be part of whatever gets Steve "back to normal" but I suspect that might be another year...or even longer...away. But basically in the next line-wide crossover or whatnot. Who's on the death list for that one anyway? I guess I'm gonna have to call Natasha. Since it looks like Tony's "dying"/going inactive after CWII she's pretty much the only movie Avenger left to kill off or have go inactive/get replaced that hasn't already had that happen within the last decade or so.
I can live with Maria Hill being characterized over and over as 'evil overseer who never once doubts her morally dubious choices for the greater good', but seriously, how is being on a telecommunication device somehow a moral lapse in her eyes and why does no one call her on it? I think the point she's trying to make is that they're out of touch, making decisions from their ivory towers while she's the one actually down in the dirt, where the action is, which makes her, in her eyes at least, the most informed about what actually needs to be done.
And to that I say: that is why they put you in probation instead of just taking your rank away. If she at least said "I did what i had to" that would be one thing, but she seems to be unaware that she violated a gizzillion law and human rights with her illegal prision.
