Eh, to paraphrase Blade: "some idiots are always trying to iceskate up hill".

Some people will do things which are stupid, and often counter to whatever they actually want in the long term for an immediate short term gain.

In post-apocalyptic stories, the long term people are always prey to the long term people, or the people who place immediate gratification over, you know, surviving.

The Fallout franchise is kind of curious in this regard, as you are often the one going up against the people with the Long Term Plan (be they the Enclave, Mr House, the Institute etc.) and quite a lot of the time the plot seems to suggest burning down whatever civilisation is left is seen as a valid option a lot of the time... Kind of why I went with the Minutemen in the last one, but that's just me.
