With Roberto being portrayed as someone who's crown into a Xanatos Chess Expert, this is almost certainly him playing to an audience (SHIELD most likely).

You're way off, it's not SHIELD. Especially since Roberto's AIM is replacing SHIELD more or less.

AIM is working for the US government now and SHIELD is on the outs.

As I understood it, his AIM was now part of SHIELD, effectively its Q-branch.

It doesn't seem to be like that, since they said AIM was now a branch of the US government .

AIM seems to be SHIELD's competition now, more or less, because of the events of Pleasant Hill and other events has caused the government to lose faith in SHIELD and Hill specifically.

Plus Berto made this arrangement with Maverick and he's not part of SHIELD.

At the very least, if they are trying to trick someone, it doesn't seem to be SHIELD.
