That was badly phrased, but what I meant is: the seemingly improved imaginary society will always, upon closer inspection, turn out to be something as unethical and undesirable as fascism (because (so the propaganda goes) no other economic or social system could possibly be better than ours; all utopias must turn out to be dystopias, so that we stay resigned to our lot).
My comment above is really entirely unrelated to whether the fascist trains ran on time or not (which I agree they didn't, and even if they did the cost would be too high anyway).
