The Progenitors are the race that created the Kree.

Similar to how the Kree engineered the first Inhumans. They are the Gods of the Kree in the way that the Kree are the Gods of the Inhumans.

Keep in mind that this is a race that literally worships the gases that force them through a random metamorphosis
