I think the problem is that the solution isn't as simple as you think. You can make all the new characters in the world, but if the young eyeballs aren't even looking in your direction it won't make a difference.

Sometimes what's 'new' is taking something old and putting a new spin on it. Squirrel Girl comes to mind.

Not saying your problems aren't accurate, but I don't think anyone has a real solution yet.
