Because access to archives via subscription service is not the same as buying comics digitally. If I want to read the current issue of Ms. Marvel, I should be able to pay them for a PDF copy of the current issue of Ms. Marvel. I can do this with books via Amazon (which, sadly, does not provide significant discounts for PDF copies) or, for example, RPG companies (many of whom provide -significant- discounts for PDF copies).
Essentially, if you want your comics to be up to date, you have to deal with buying copies at a brick and mortar store, or simply pirate the scans that are available on Wednesday afternoons. Studies have shown that people will not pirate material when the material is readily available online from the publisher.
So, again, I would define the current state of affairs as resistance to digital distribution for the sake of brick and mortar stores.
