His main claims to fame are that he's the inspiration for Doctor Manhattan and he tends to betray the Justice League to the US Government when they're at odds. He's easy to miss if you skipped the JLI era.
Oh and he was at least one version of Monarch but that's one of those continuity messes that it's best not to talk about.
When you think about it, he's kind of gotten a raw deal from DC ever since they acquired him. Either he's a stooge for the military, a second rate member of the Justice League, or he's been tossed through time, or he's exploded yet again, or all of the above. In the New 52, they turned him into a really-not-Doctor-Manhattan. They've never known exactly how to make him viable, it seems.
Or he's inexplicably turned evil for contrived reasons.
Pretty sure the "stooge for the military" thing is because of Doctor Manhattan. Either that or comic book writers' assumption that someone who has been in the armed services will always automatically defer to authority, no matter how deranged.
Because apparently no-one actually read Captain Atom's first ongoing with DC.
Hell, even Justice League: Generation Lost had him slowly turning into yet another ****ing Doctor Manhattan With The Serial Numbers Filled Off.
I've always figured Cap should hang out with Marvel's Gladiator of the Imperial Guard. They're both phenomenally powerful guys who are way too deferential to authority.
