What so he doesn't even try to kill the Punisher by throwing a thing at him? That's his only schtick. The fuck.

Also, why is there just an empty shed on top of a building? Or does Frank just keep his guns out in open at the top of the building's staircase?

In fairness, the shed was locked. Punisher had prepped the scene, and Bullseye figured how his angle

Honestly wish it would happen more often. The comics make it seem like the Punisher is the only one who's ever learned any tactical planning from the military.

It's not unusual for older buildings that have been retrofitted with air conditioners and the like to have a shed on the roof to house some of the machinery.
