You know what would have been better? Curing this with another meme. Think about it, this Memetic... but there is only ONE meme in this entire comic and this comic is all about how memes suck people in. What would be the best way to deal with a meme that's causing an outbreak that turns people into rage monsters? A different, cleverly made meme! After all, memes constantly come and go online when a better or more in the moment one shows up. I mean, let's be clever here and go all the way with this concept, but no... just... no apparently. Let's just kill everyone off and treat this mostly as a generic zombie apocalypse idea.

That's an idea that's been around for a long time, but it would have been a good way to resolve this. I remember reading a light-hearted version in a book from the 1950s or so when I was a kid -- I had to look it up, but it was from the Homer Price books. A record plays a song that people can't get out of their heads, and when they sing along to it, anyone who hears them singing it gets infected too. They eventually solve it by going even further back, to a story by Mark Twain, which had a similar song you can't get out of your head -- but once you sing it to someone once, it goes away. The concept's been around for a lot longer than the idea of memetics, in any case.

I feel that's the unintentional running theme for Tynion here with this, Cognitive, and Eugenic. Three issue mini-series about the end of the world with interesting concepts, but ultimately never really make use of their concepts enough and just end with some grandiose statement about the human condition and the world before killing everyone.
