That train (which is derailed in the rich areas) is about to explode. It's a bigger problem than the fumes, which seem to be affecting only the poor areas. By attending to the larger problem, the JL appears to be attending only to the problem in the rich area.

I think this is actually a really smart examination about how difficult it is to have that power when your action has so many perspectives seeing it.
