they are a law enforcement organization that operate following the law, have their authority recognized by countless government and are authorized to take over ongoing investigations, make arrests and jail criminals.
They have to follow the law and can only make arrests or the like if they are legally authorized to do that. this was a plot point in a very recent Green Lantern story.
When a Green lantern is believed to have made a mistake or has shown neglicence during an operation, an investigation is made to decide if the GL should keep their ring or be decommisioned. When Laira Omoto killed Amon Sur after he had surrendered, she was kicked out of the green lantern corps.
They are cops with ludicrously powerful guns, but still a group of people who operate following the law. I am not making anything of that up: they are space cops.
However, I take more of an issue with your later statement. "Green Lanterns have killed before and since you compared them to cops, so do cops." I am well aware of that. Cops are still not legally allowed to shoot a suspect who has surrendered UNLESS they actually do something that calls for the use of lethal force. a criminal under arrest can say whatever the hell he wants, as long as he doesn't do anything that justifies an escalation, a cop is not allowed to kill them. anything else is considered police brutality.
And you say that Cops aren't legally allowed to do that, but that hasn't stopped from them from getting away with police brutality. Have you forget how many innocent black men cops have killed and continue to kill? And most they get is a slap on the wrist.
I'll say this for the Green Lanterns currently, they hold themselves to a higher standard.

I said that mainly because your Comparison between Green Lantern and Cops, which to me sounded like you thought Cops never did something like this. Though now i see you meant it as that they shouldn't. That i can agree and i apologize for assuming otherwise.
Though in this instance, i can sympathize with Tomar-Tu, since the guy he killed is just too over the top evil.
