This was really just an introduction to Chapterhouse's new status quo for their superhero comicverse tahn a complete story. The individual series are a lot more definitive, especially Pitiful human lizard.

These look like neat characters, and they'd probably be more fun in a story that didn't involve owing up the world.

I like to imagine that the hyper-advanced aliens don't think of this as some morale judgment. They just think of humanity as a sort of planetary black mold. And so this is not some cosmic justice carried out with gravitas and careful consideration by some intergalactic authority, but rather a local worried about the mold spreading to their territory hiring an exterminator. And the dramatic speech is just the space-Orkin man trying to brighten up his otherwise boring Wednesday planet cleansing.
