Yeah, assuming this takes place around the time the original book or MGM film did (i.e. at some vague point in the first third of the 20th century), I found Dorothy's thrilled reaction to the seamstress's upgrade of her outfit to be anachronistically bizarre. Rather than thrilled, I'd think a rural--or even an urban--girl from that time would be absolutely mortified at the thought of wearing something that skimpy. By today's standards of course (unless you're devoutly religious) the outfit's no big deal. By that era's standards, it would've been absolutely forbidden even at the beach.
