It's mentioned in this section on another page. Bane just says that he can keep them out by force and "mercy to innocents." No, it doesn't make a lick of sense.
Yeah, I call bullshit. Even with this nonsense about everyone somehow believing Batman went crazy over Bane and abandoned him? The moment you've got villains moving in and setting up shop openly like this, the response would be 'whelp, Bruce is gonna be rightfully smug. Especially since he had plans for something like this.'
And then Bane, embarrassment to mexican wrestling, finds himself five thousand feet in the air, being held up by an unimpressed Superman as the League and Batclan sweep the city and remind us that criminals are a superstitious and cowardly lot who do not do well in the open. Not to mention things like the Joker play poorly with others.
Also, good grief Bane, see a real Doctor about that throat infection!

If you like Batman as a set of character traits, and stories for what they are on their own, you might or might not like this run.
If you like Batman as an average of your preferred canon with plenty of fanon wedged in, and stories to explicitly answer every " But why? " question, you might but possibly won't like this run.
(In the latter case of the latter, you might find satisfaction in fandom spaces, reiterating informal proscriptions.)
As a story on that's own, I think some of the arcs in this run can be okay.
Even then, though, they make constant references and winks/nods to past stories, so that's kind of hard to keep the story standalone when a lot of them rely on said past stories to exist and/or work. Say what you will about Brian Azzarello's Wonder Woman, but that had the excuse of being a continuity reboot and was almost completely self-contained. When you introduce outside elements into your story, like Booster Gold or the Justice League or whomever, you open a big can of worms that's tricky to close without feeling like a cop out.
And taking THAT away, I still feel like most of the run is a mediocre slog of purple prose, repetitive and stilted dialogue and drawn out filler (here's a drinking game: take a shot every time you see the words Bat, Cat, Broken, I Am or Diamond(s)).
Every time I see stories like this I wonder - what kind of people would willingly live in Gotham, the way it's presented? Every day/week/month is No Man's Land.
The city as analogous to e.g. Chicago, or Baltimore doesn't ever really work, because decaying institutions and infrastructure are survivable - not easily, but survivable.
But Gotham seems less a city and more a collection of crime alleys, what with mass-murderous supervillains running amok every week.
