The Kingpin is the elected mayor of New York. Spidey got in trouble with SHIELD for trying to go after country's government when Norman was running things there and one of the reasons why OG Nick Fury was replaced by Maria Hill was because of his shenanigans with illegally invading Latveria when they were funding supervillains. So ousting Fisk is largely out of their jurisdiction.
I don't have a problem with them allowing themselves to be constrained by the law, my issue is when they go out of their way to enforce the law when they are not required to.
Tons of world threatening shit going down, not their fault if a phone call from a local elected official about a disgruntled Vietnam vet took a while to follow up on.
That panel at the end of the second page doesn't quite work, does it? Zemo's body language doesn't fit at all with the dialogue.
It's funny seeing this after Daredevil #12 gave me something to like with Kingpin, because this is exactly the kind of "Kingpin is somehow improbably untouchable and scary despite being a regular gangster" stuff that makes me hate the character.
I'd say Ghost feels out of character to me, but Rosenberg's characters always feel a little off.
Also, totally not buying that Zemo goes down in such a chump fashion. I'd be more apt to believe that he and Ghost were in on this together, and instead of disintegrating Zemo (never an ability of Ghost's before) it was a teleportation effect.
If it were anyone, anyone, but Rosenberg writing it, then this being part of a greater scheme would be totally plausible. But it's Rosenberg. So just straight up chumping seems more likely.
I love that the Ghost, whose politics are " Corporations are the worst and I will murder them ", has working relationships with head-of-a-state Zemo and the Kingpin.
If he just extrapolated a bit, he could justify directly trying to kill both of them.
I don't think anyone expects this death to stick (it looks more like he's being teleported than disintegrated), but it's really disappointing how they wasted Zemo on the Punisher when Nick Spencer made him interesting again for the first time in years with his relationship with Hydra!Cap (who's still around).
Also still annoyed how they brought Mandarin back with no explanation when he's been dead for years just to use him as cannon fodder for Frank (though I'm sure he'll be back again by the time Shang-Chi's movie comes out).
Is any writer other than Spencer ever going to touch Hydra!Cap with a ten-foot pole rather than just pretending that whole story never happened?
Doesn't Mandarin's mind go into his rings when he's killed and possess the next wearer/turn them into himself with the mento-intensifier and matter rearranger rings? I think I recall that happening at least once before when he was supposedly dead.
