Yeah, it's got the same vibe as that BTAS comic with Mr Freeze's plan for Christmas Eve,

On one hand, I do find it kind of endearing that someone who is as ruthless as Black Adam is willing to go through that much to try and get a young girl an opportunity to have a pleasant Christmas experience.

On the other hand, having Santa (or Santa-like characters) in a comic book universe can be a bit odd, especially when dealing with criminals with super-human strength, especially with Black Adam's coal comment above. In essence, depending on how strong they are, they're actually being rewarded in a roundabout way.

I’m kind of confused on how Santa goes to Apokalips every year just to give Darkseid coal but never went to Kahndaq.

A bit late but I would guess that it was only the little girl who thought Santa did not come to Kahndaq and gave that idea to Black Adam.
