I'm confused. What's the context? They mention post apocalyptic, was that just a joke or is it a zombie thing or something?

I think it’s just referring to being the slums.

There's not much more context in the actual short story than what's in these pages, just more killing. The guy is a construction worker hired to demolish an empty Arkham, and sees Harley as a ghost. The ghost then follows him around as he suddenly goes on a murder spree for no reason. Why is Arkham being demolished? Why is Harley a ghost that only he can see? How is she making him crazy? That's not in the story.

This anthology was awful and all the stories are like this. Obviously they're all meant to be non-canon but none of them bother to re-contextualize the characters for the story. One of the stories was about a teenage girl playing with a Ouija board and gets possessed with the spirit of Wonder Woman, so she starts going on a killing spree. The end.
