For lots of reasons (creative, logistical, etc.) we actually ended up throwing away most of our initial Storm plans, which is why it’s taken a little while to get to where we wanted to with the character. The shutdown, obviously, didn’t help with the timeline. I actually think all of this turned out to be a blessing, however. Because the new stuff everyone came up with – and the way it resonates through the entire line – is so very much cooler than what we had initially planned for Storm. So, while it’s taken longer than we hoped, yes, you can expect some pretty big things for the character this next year, and yes, lots of changes. -- Jonathan Hickman

She's also a telepath, but if Earth tech has readily available telepathy-blockers, the Shi'ar surely do (when required by the story).

It is a kind of invulnerability to anything that can't affect photons though. My thought was that is shes an Xavier-class telepath, maybe that more effective in the court intrigues if no-one else knows.

I'm kind of reminded of the episode of the Outer Limits the Zanti misfits, where a race of super advanced aliens send a "diplomatic team" to earth, and the humans kill them, and it turns out that was the plan because those were actually a group of dangerous criminals, and the Zanti want humanity to become their executioners.

Maybe its the same case here. "Well, Uncle Groflex tried to murder the entire royal family and he's a total piece of shit, but we abolished the death penalty on our world centuries ago. I know, lets send him to Earth as an 'ambassador', now he's their problem."
