Logan's already be rezzed, so him obviously. Laura was retconned to technically be a test tube baby instead of a clone, so she's not a dupe.

Gabby... let's just say there's a reason she's been so cynical of Krakoa in New Mutants.

And since Gabby was created the same way Laura was she would be too

Also the Quiet Council are mostly smart men and women (Apart from Shaw and Sinister) and know better than to get on the wrong side of two unstoppable immortal killing machines with fists full of knives by saying "No" to them on this subject

No, Gabby not being eligible for resurrection is up for debate and an active plot point in New Mutants.

Except Gabby wasn't created the same way. Gabby was a straight up clone of Laura, while Laura was a mixture of Logan and Sarah Kinney. That's why Gabby is super worried that she might not be resurrected when she dies over in New Mutants.

How are the Stepford Cuckoos anything more than clones of Emma? Their powers don't include duplication or anything... Sounds like a "because we felt like it" loophole to me.

A lot of the Krakoan rules seem to be implicitly capricious, so you're not wrong. I do kind of wish things would come to head about addressing that, but I guess that's long form storytelling for you.

Well there's hardly any point being one of the people making the rules if you don't make sure that they benefit you personally. I'd do the same

Pretty much. A lot of people at that table have clones (Joseph, Maddie, Evan, ect) but Emma is the only one that LIKES her's so they get special treatment.

Pretty much. The No Clones rules is an obvious excuse because they already brought back the dead Cuckoos. They were brought back because Emma wanted her brought back. Maddie was left dead because Jean and Sinister would both rather she stay dead. Which is too bad, because Madelyne living on the island would be interesting.

Madelyne did once sacrifice her life to help save the world. You'd think that would cut her a bit of slack.

Fortunately for Gabby, at least, the blatant favoritism works in her favor. Logan and Laura would want her brought back. Logan has pull in the mutant community and is sleeping with a member of the Quiet Council (and has had sex with at least two others), so the Council would just shrug and declare Gabby a special type of clone that can be resurrected.

I mean Madelyne also wanted to murder infants to open a doorway to hell and destroy the earth and was planning to lead an army of demons to Krakoa to slaughter every single man, woman and child who lived there just because Scott couldn't keep it in his pants when Jean came back to life

So I can kind of see why, on the whole, the Quiet Council decided "Maybe we don't want her living next door to us"

So, hypothetically:

If young Cable and regular Cable do reunite, and both died together, how would the decision be made about which to resurrect? Prof X has mental back-ups of both scanned into his brain, so would the un-resurrected mind just be trashed, or kept in a special wing of his mind palace?

The book seems to treat this as 100% older Cable’s past self and not an alternate reality version (kind of like the O5), so I think they’d have to keep him alive long enough for the old one to live until his assassination at the hands of his younger self to close the loop.
