No, unfortunately this lines up with Endgame's "Back to the Future doesn't make sense".
The lynchpin of Endgame's time travel rules is you can't go back in the past and change your present. If you go back in the past and make changes, you create a new timeline that branches off from yours, and apparently they can travel back and forth between those timelines at will.
In Back to the Future, if you change the past, you can change your present. To the point where you no longer exist to make those changes, which doesn't make much sense if you think about it. Heavy.
So the question here is why does the TVA care about branching timelines, and how do they determine what the 'correct' timeline is? Also why are they after Loki and not, say, Steve?
There's also a precedent for this in the comics, I remember on issue of Fantastic Four where Thing uses Doom's time platform to go back and administer a cure to himself at a time when his condition was less developed enough to accept it but on return nothing had changed in his own present.
Huh. I think at one point the rules were "Time travel creates divergent timelines... *unless* you use Doom's Time Platform, which is special and can actually change your timeline."
And at one point it was that it creates alternates *unless* there's four or more people time traveling. It was a real family moment for the Four, and a real facefault moment for the readers.
Oh, and I don't remember that (doesn't really mean anything with my memory) but I remember the same having been said about Reed's time sled powered by the Radical Dodecahedron.

The logic is Steve returned the stones to the 'right' points and kept the divergence to a minimum. But since he stayed in the past and took the slow route back (thusly created ANOTHER divergent line) they should be looking at Steve as well

It SUCKS. Loki here is portrayed like just another antihero, not somebody who has just led an alien invasion managing to destroy Manhattan and killed dozens of people across the world. I call bullshit on any narrative that doesnt treat him like Hannibal Lecter.

Anyways in the MCU we have characters like Valkyrie who sell people into slavery to pay for their booze habit and are treated as heroes in the narrative. There’s nothing wrong with Loki being depicted as a villainous antihero.
Valkyrie never showed any remorse or conflict over selling people into slavery, just regret over what happened to the other Valkyries. It's double-standards to say it's okay for her to be treated as a hero but completely wrong for Loki to be treated as an antihero.
Plus it's canon that Loki was being corrupted by the scepter's influence/Thanos in Avengers.
It is not when Valkyrie decided to no longer be selling people into slavery while Loki plans to continue his wrongdoings as soon as he escapes. If there is one thing that Snyder's Cut has above Avengers is Justice League decapitating Steppehwolf and throwing his body through the portal. I honestly loved it. Avengers should have done this with Loki. Sure, guy had toxic internalised values, have been likely tortured and made into leading the army and like you said infuenced by magical object, but he is still responsible for deathsin multiple countries.

The TVA certainly thinks they've got him tightly controlled enough not to escape, and we all know that even if you treat Hannibal Lector like Hannibal Lector, Hannibal Lector still escapes.
We know from Ragnarok that if you start addressing Loki's deep seated insecurities [thanks, Odin], and treating like he is worth something then he becomes a better person. Unlike Lecter.
It is a rehabilitation vs punishment deal. I hope they stick the landing this time though, MCU/D+ shows haven't exactly managed that on Wandavision or FatWS though. Maybe they'll steer away from the creation of a sympathetic villain with a point whom they have to make a hard right turn into atrocities to undermine, this time.

Arguable-it was already a common trope, Beetlejuice did it, Doctor Who did it, that movie about dog detective did it ect. But yeah, didn't know that and it wasn't quite as overdone then.
He won't be - this is Loki straight after Avengers, with all his developement from Dark World to Infinity War retgone. "Our" Loki is still canonically dead.
It's a toss-up. Following internal character logic, he should be somewhere around where he was during Thor 2- willing to work with the good guys in a pinch, but definitely actively looking to screw them over, and with a lot of unresolved angst.
However, I suspect the actual characterization will be determined by whether the writers wish to appeal more to folks who want to see Tom Hiddleston having snarky fun adventures, or to folks who want to see Tom Hiddleston being sad and conflicted (ideally in a rainstorm).
Both camps definitely have their adherents, but most of the build-up for the show suggest they're leaning towards the former.
