There's certainly enough dubiously-justified fatalities on Judge Dredd's ledger that "Justice Watch" would be interested in him.

That's the hint I was getting from that scene too, and Dredd is getting involved to make sure that she's not.

Given that despite his incredibly uncompromising attitude (or maybe because of it) Dredd tends to come down twice as hard on Judges who cross the line as he does on regular criminals I suspect he feels /some/ sympathy for Justice Watch's stated purpose but none for their methods.

Setting Dredd on cases like this does tend to be a double edged sword; sure he'll take down Justice Watch for being vigilante murderers, but he might also take down their target judges too for being corrupt cops.

Of course, the High Judges (or whatever they're called) might also see it as a win-win.

Vigilantes dealt with, almost certainly with relatively minimal force and collateral damage (Dredd tends to favour a a personal touch rather than blowing up entire buildings if it's not necessary); corrupt Judges excised with not remotely minimal force (Dredd has something of a temper when corrupt Judges are concerned), delivering the message to other Judges who might be tempted to cut corners out of expediency.
