I've always had a soft spot for Frog-Man, ever since his first appearance in Marvel Team-Up. Just the whole idea of a guy trying to do something decent with a ridiculous concept... (when you think about it, early Marvel produced a LOT of stinkers as far as supervillains go, and it's fun to watch modern generations try to play Stilt-Man or the Ani-Men or whoever seriously...)
I mean, I think a lot of the "joke" villains aren't actually that bad in context.
(Stilt Man's goal was the steal stuff without having to deal with the security on the ground floor. Unfortunately he attracted the notice of superheroes. And after a while everyone and their mother can fly so I have to figure people are getting more paranoid about the safety of their penthouse)
I just find legacy joke characters ridiculous. Who looks at the Kangaroo and thinks "there's a role model"? Everyone should know being a Grasshopper is a death sentence at this point. There have been at least two Stilt People (including the hilariously named "Lady Stilt Man") since the original.
At least Frog Man is keeping it in the family. I mean, it'd be a shame NOT to try to use the Leap Frog suit for good when it's just gathering dust otherwise, right?
It's not that they were jokes back -then-, it's just that well... some of them are pretty silly in retrospect with a few decades on 'em. :)
Though I personally like Hobgoblin's franchising of villain identities. Why create something new when you can recycle something already lying around? They also make great narrative cannon fodder.
It is a pretty solid power set ... if you have actual frog powers and aren't just wearing a suit that lets you jump high. I wish she hadn't gotten sidelined so much after the early arcs.
At the very least you'd expect them to do well against a spider-themed supercharacter.
(I know I was just defending the "silly" villains but I still can't believe they created a Fly-Man to fight the Spider-Man after the Scorpion-Man didn't work out.)
