Mechanically, can't fault " there's a international criminal conspiracy that goes out of its way to stay under superheroes' radar, and also superheroes/villains aren't so much of a thing on the other side of the Atlantic ".

Philosophically, though, it's overly conspicuous cleverness - ' Yes, the genre fiction elements of superheroes are a bit outré in a close-to-real-world setting. We could figure out how the world as we understand it could integrate some of those things and still be the world as we understand it - but, no, that's too much. Let's go out of our way to separate the two, instead. '

(The " secret cabal " angle probably dovetails with Tynion working on two other books that involve conspiracies, but still.)

Is there any reason this shouldn't be a Gordon series, rather than a Joker one? From the scans here, he seems to be the driving force of the narrative.

1. Two thirds of the audience wouldn’t read it.
2. The people that did read it would go “Why is this Gordon series focusing so much on the Joker?”

IIRC, the original idea was to do a straight Joker series, but they put emphasis on Gordon hunting him because they thought Joker's schtick would get old too quickly without him.
