The writer's previous work on Bat-books wasn't exactly a high point either. Fables was great and Bigby and Batman could potentially work as a buddy cop team but while Willingham is the best person to write one of them, he's not very well suited to write the other.
I suppose it depends on the incarnation. Upon rewatching, the Harvey from the Dark Knight is kind of an asshole and the one from tAS is a violent psycho.
But Two-Face is still capable of being a decent person. He was through most of No Man's Land and he protected Gotham during the One Year Later time skip. I don't normally buy into the "Batman creates his villains" thing but Harvey does seem to be a better person when Batman isn't around.
Tetch working for Wayne Enterprises was unique to BTAS, I believe - though that doesn't lessen the WTF factor one bit. What was Bruce doing funding mind control research?!
Those hires that happened under Bruce were probably so that he could keep tabs on them. Control freak that he is he probably keeps tabs on the science community for those most likely to turn supervillain.

I had thought Batman had some sort of Worlds Greatest Detective reasoning indicating that Bigby was a wolfman/thing. Because the alternative is that Batman attacked a man for the crime of being able to sneak up on him, beat him up while he was trying to talk Batman down, and then dragged him off to chain him up in the Batcave. It sounds like a pretty big overreaction from Bruce.
well TBF, for the crime of being able to sneak up on him, and for the cardinal sins of not instantly explaining who he was, and what his business in Gotham was. Someday I'd just love to see Batman try that on some stranger and get his @$$ handed to him for it.
Honestly "It's totally fine for me to drag people to my insane manbat-cave after I abducted them because my brain tells me they did a crime" isn't exactly a slam dunk for justice in Gotham either
Not pictured: the scene where Dick, on Batman's behalf, is apparently running an entire training program of Robins, who start off as Eggs before becoming chicks before becoming Robins. Dozens of kids in this sidekick boot camp.
To play the Devil’s Advocate for a minute, if people are gonna be part of that whole “We Are Robin” social movement and Batman, Inc. is presumably a thing, might as well keep them safe, vetted and properly trained. Sherlock Holmes has his homeless network, Batman has his birdwatching catalogue.
