scans_dailyThe latter isn't part of the former - because the elemental establishing that Parliament came into himself in issue #11.
He's the Pale Wanderer met in issues #1 and #2, merged with Harper Pilgrim - the man who, foiled in his desire to take the current avatar of the Green for himself, had turned to the defeated Wanderer.
With the help of Dr. Jason Woodrue, the Floronic Man, he'd had that seeming-desert-elemental grafted onto himself - and the grafts had taken.
The result exalted before Dr. Woodrue and Mr. Pilgrim's employees, coming into his own - he wasn't the elemental of the desert he thought he was.
He was an elemental of human industry.
(The Rot, representing decay into death, was established at the start of the New 52.
The " Parliament of Gears " has a similarity to The Metal, established later on in New 52 Swamp Thing - they're both works of humanity having grown beyond their makers. This Parliament, though, is rooted in technology earlier than digital.
Dr. Woodrue's expression in the third panel is the face of someone who's not 100% sure how things're going to play out, but does know that he's got a front-row seat to it.)
In the Green, Levi Kamei - current avatar of the Green, Swamp Thing - sat alone with a flower. He was protecting the flower, to make up for his failures with his brother.
His friend, Jennifer Reece, was calling to him - she'd enlisted the help of Tefé Holland to try and pull Levi out of himself.
Jennifer was next to Levi in the Green, was beseeching him - but wasn't getting through quickly enough, in the hostile Green rendered so by the anger of Levi's brother.
So Tefé reached out, establishing a connection with Levi.
" Reach in.. look at my memories. I was once much like your brother is now. "
Tefé went on.
Outside the Green, Jack Hawksmoor (a Wildstorm import who can communicate with and command cities) was diving into the dark of a perturbed Detroit, Michigan.
Down Jack dove, to be attacked by mechanical humanoids - which he smashed.
One of them croaked to him.
" Do you understand what this is? " Jack asked Detroit.
The story wound back into the arboreal dark.
' As he holds Jennifer Reece close to himself, he remembers once more the shape of her. '
' And he understands, at last, that of such things the trees know very little. '
Tefé said her goodbyes, parting ways with Levi and Jennifer.
Levi was back in human flesh, back where he could hear the goings on of the world - goings on like those in Detroit, like Jack Hawksmoor in the depths with the mechanicals.
Jack was pulled deeper..
.. and away, to safety by Levi.
" .. as if called to sentience.. by some unknown voice. "
She, born from a test in Alamogordo, New Mexico, had ' thought nothing at all. '
(Looping Jack Hawksmoor into a Swamp Thing story that introduces a Parliament and a couple of elementals rooted in the Anthropocene is a deft move.
