A group of terrorists attack a veteran's club. Batman shows up too late and is understandably angry when the FBI arrive, fully aware of who is responsible. They claim the one responsible has diplomatic immunity. Batman discovers that the diplomat is on his way to London, so follows him and corners him in his embassy.

So much for the no killing rule!
