The assassins' targets, representatives of the Orghams of Svatrstal, took the League in stride in Gotham's harbor.
League assassins led by a bull-masked man swarmed the Orghams' ship.

The would-be killer and the uncowed objects of his threat were interrupted by Batman, who'd directed himself to where Talia didn't want him.

Batman managed to strip Ubu of his explosives.
Ubu took him overboard in an angry tackle.
' Only one way out.
' Fifty thousand volts ought to knock him out. But we're in water.. it'll get him too. '

Bruce sank into the depths of the harbor and his mind.
Batman was fished out..

The Orgham representatives were themselves safe and dry, four hours later - they were taking a meeting with " the executor of the Arkham trust ".

Elsewhere, Ubu was also out of the harbor - and trying to get out of Gotham by the same channel he'd come in.

" Two-Face ", who'd been forcibly fitted with puppet's strings by Gael Tenclaw in issue #1063, flipped for the act and came up tails.
" He's all yours. He doesn't know where Talia is. "

Gael savaged Ubu.

That man was in the private detective's office Jim Gordon currently shared with Harvey Bullock.
