It's brought back the character introduced in the Marvel NOW! Captain America relaunch back in 2012, the one last seen in the pre-Secret Wars All-New Captain America (and the Secret Wars mini Hail Hydra).
The first arc of Symbol of Truth'd had Sam working with Joaquín Torres, the Falcon introduced in the post-Secret Wars Captain America: Sam Wilson. The two of them'd grappled with a wide-spanning scheme, foiled a bioterrorist plot being set up in Wakanda - and dealt with the consequences of that.
The second arc, starting in issue #6, followed on the heels of that - it had Sam and Joaquín in New York, where the prime minister of Mohannda (geographical neighbor of Wakanda, introduced in the 90s Marvel UK series Black Axe) was asking for aid at the United Nations in her plans of reform.
Afterwards, Sam was walking the prime minister out, checking in with Joaquín: " Falcon. Sitrep. "
" All friendlies as far as I can see. Crowd's been checked too. "

Sam's suspicion bore out - there was a gas weapon.
He took to the sky, carrying the prime minister. Winged attackers intercepted.

Joaquín was down, and Sam - was caught in the explosion of a bomb that downed goon was rigged with.
He came out of it well enough - much better than the prime minister did.

(The captured assassin was the downed goon's comrade.)

In Mohannda, news of the prime minister's assassination broke.

The man behind it - also the man behind the foiled plot in Wakanda - mused.

(The White Wolf having been Mohanndan is a recent thing.)
Issue #7 jumped forward - Mohannda was in conflict, and Sam wanted to go over there.

" No. You're not.
" But with Falcon out of commission, you're going to need backup. "
The man the senator had in mind was finishing up some work when he got a call.
" How long's my leash, senator? " he asked Mansfield, about the work he was being redirected to.

(Ian and his sister Jet being children of Arnim Zola means that Silas X. Cragg is currently the only WWII-era Cap enemy without progeny.)

(Bucky's furtiveness is currently part of Captain America: Sentinel of Liberty.)
" - now. "
Ian was first out the back, followed by Sam.

They routed the soldiers.

Sam and Ian also met resisters to the White Wolf's work.

Joaquín's eyes opened.
" Wh.. what is happening to me? "

" I'm so..

(Remember how, in All-New Captain America, the vampiric Baron Blood bit Sam's bird Redwing there and gave him vampire traits?
Remember also how, in Captain America: Sam Wilson, Joaquín gained his avian abilities from experiments that involved Redwing - and how it was explicitly stated that parts of Redwing's vampire bird physiology carried over to him?
This, as Joaquín's dentition indicates, follows from those.)
Issue #8 opened on Sam and Ian following the Mohanndan resisters to their base, enemy tanks and drones bearing down.
" I think I can buy us a few more minutes. " said Ian, charging in the direction of the weapons fire.
" Achilles time. "

Sam swooped down, picking Ian out of the way of tank fire.

The two made their way to the Mohanndan resistance base.

Sam reflected.

In America, Joaquín fled his hospital bed, wracked with his transformation.
In Mohannda, Sam and Ian learned about what the White Wolf'd done.

" Then Captain America came along and got us all kicked out of Wakanda. "

(Captain America #164 was back when Nightshade put " Deadly.. " in front.)
Sam and Nightshade (" It's Tilda Johnson. That's my name. ")'s clash raised curiosity among the Mohanndan resistance that their leader answered.

(This logically follows from Tilda's role in the 2016 Nighthawk run, and where she was during Secret Empire.
There's probably a lot of people among the would-be Wakandan immigrants who were embittered by that event.)
Tilda turned to that.

The issue ended on the knowledge that " The government just bombed the hospital! "
Issue #9 opened on the resistance, with Sam and Ian, going over to help the survivors - which was just what the White Wolf wanted.
" We have our forces ready for the ambush. " reported a soldier to his president.
" It's going to be so beautiful when we're finished. " his president responded, half in thought.
" Mr. President? "

The portals were opened.

The resistance's leader concluded that these were the rumored mutates.
Sam was worried: " If White Wolf's got some key to Arnim Zola's old stomping grounds and he can turn these things against us, the game just changed. "
(Arnim Zola's work is also part of the current plot in Captain America: Sentinel of Liberty.)

Sam, picking up on the Phrox's desire for Captain America, decoyed them away.
He figured that Tilda's theorized transmitter wouldn't be " on the ground where anyone could reach it. "

(Birds helped Sam find the device.)

The device in the skies was scrapped, and the Phrox reeled.

The issue ended on the entrance of the maddened Joaquín Torres:
