'When your idea is "what if there were space wizards but also EVIL space wizards" and then construct an entire universe centered on that dynamic, there's going to be some glaring structural errors you never thought about. Starfleet dominates the Federation because Star Trek has always been a story about its officers. Hogwarts exists to train a secret, powerful elite because it's a story about a young boy discovering his secret power. None of this is something *wrong* with these stories, because these worlds don't actually exist and their structures don't ultimately matter except inasmuch as they enable the story.
