Batwoman agrees to take out Batman for the DEO in exchange for the freedom of her family and herself. Kate knows full well what the DEO will use this information for, which is to control Batman.
So is the DEO under the impression that Batman is doesn't have friends? Or that he is sane in the traditional sense of the word? Because I don't get how this ends well for them. What kind of organizations that relies on secrecy for its very existence would willing pick a fight with the World's Greatest Detective who is borderline insane? How do they expect to walk away from this?
And they must know that his friends inclue the Justice League. Even if (on an incredibly lucky day for the DEO) they manage to take down the Bat-family, there's no way they can even hop to stop the other Leaguers. Because there's very little chance that an attack on Batman won't be interpreted as "evil black ops agency that needs to be stopped' by the Justice League.
Unless part of the plan involves a lengthy psy-ops campaign to make it seem like Batman is losing it while at the same time alienating him from every single one of his friends and allies in the league...
... Of course, the sheer number of idiot balls they'd have to hand to everyone involved to pull it off would be staggering.
Kinda weird that the Mortician and Fright (who only had one appearance pre-reboot, oddly) both survived the Reboot and so many others didn't, isn't it?
Flip, during Night of Owls they showed that Steeljacket (a guy who made a bird-varient of the Manbat formula, which gave him such hollow bones he has to wear a mechsuit) is still around too, so that shouldn't come as a surprise, I guess.
Thing is, like the last issue, the team seem to do rather well at appropriating Bat-Villains who haven't entirely flourished in Batman's titles. If Blackman and JHW3 were to do more with Fright, for instance, like they did with Killer Croc? I'd be all over that.
