It's Daredevil's enemy Bullseye, seen receiving a book made from a piece of Loki's boat Naglfar at the end of issue #3.
Loki, having retrieved two of the three broken-off-in-issue-#1 pieces, went to get the third from Bullseye.
He met the killer sitting in the aftermath of its use.

Bullseye told him a story out of the Naglfar book - the repercussions of issue #2, and what Loki was in their reflection.

(The dead man in the devil mask's a supervillain - Bullseye engineered the death of him and his henchmen with the book, out of personal spite.)
" Give [the book] to me. " ordered Loki.
Bullseye didn't yield - he remarked " The man who gave this book to me was unaffected by it too.

(Alas, " Muck " Mulligan.)
Bullseye threw the page-plane - it hit just the right joint to bring the roof down on Loki and that visually signposted dynamite.
He was outside the place by the time it was fire and rubble.

' He has imagination. ' remarked the souls in the Naglfar's composition.
Bullseye was indulging that imagination, using another Naglfar book page to control Spider-Man who'd run into him, when a still-alive Loki came again.
" Bug, sic! " cried Bullseye.

Bullseye told the aftermath of issue #3's Naglfar piece retrieval - of Emperor Hulkling cleaning up after Loki's direct action in the Kree/Skrull Alliance's domain, working for others instead of just satisfying his own need.

He wound up with the sting.

Loki, nettled, advanced on Bullseye.
Bullseye distracted Loki by ordering Spider-Man to commit suicide.
While Loki was distracted saving Spider-Man (and getting that Naglfar page off him), Bullseye got away.
The Naglfar book, knowing Loki would come for it again, gave Bullseye another story to tell.
When Loki did come, Bullseye met him with " I know. "

" No.
" Enough. "

' It is so very rare for Loki to resort to bloodying his own hands. ' remarked the Naglfar souls.

Loki left with the Naglfar book, leaving Bullseye with consolation -

- that a blow from Spider-Man balanced out.
Loki had the Naglfar back together - he sat alone with it in Jotunheim.
" You think I can't admit why I made you?
" I'm the God of Stories. I know what I am. "

" You were art. "

(The Naglfar souls being silent in the last few pages feels abrupt, their narration having run throughout the series - but as they were only commentary, occasionally suggesting things to their users/wielders, their absence isn't so keenly felt.
Pagecount's 6 and under 6/10ths from September 2023's Loki #4. A short, straight line can be drawn from this to Loki's role in Immortal Thor.
