He had that assurance with him as the Orghams' azmer wracked his psyche, as he was walked out to the gallows, as the Orgham retainer Shavhod addressed the Gotham crowd gathered for " A hanging. "
The eager and the hesitant listened to her explain the execution about to happen.

(The Orghams' work in Gotham has been to take control of the city on levels beyond just the temporal and material - 2022's Detective Comics Annual went into the mechanics of that.
Its description of the Orgham family's involvement in Gotham's previous history included a plot - foiled - to achieve that control partly by beheading someone who was " a symbol of power. " This is that again.)

" And now we ask the accused - the man who has been a symbol of Gotham's darkness - to speak his own confession. "
Aside, to her master Arzen Orgham, Shavhod whispered " The azmer pushes him to speak the words that I have commanded.
" But still he resists. "

(Crowds're varied and volatile.)

Hours before the Joker's cameo-comment, the surety of the hanging'd been lessened as Catwoman's plan to save Batman'd begun.
Cheshire and the Cheshire Cat'd struck at where the Orghams were keeping those Gothamites they'd captured as warm bodies for their spirit servants.
Oracle's eyes in the sky and Jim Gordon's ear on Gotham police confirmed no immediate response - so Cassandra Cain and Mr. Freeze'd went for the other important underground Orgham location, the location of the literal engine of the family's metaphysical plot.
There were smoke-grenades from Cass..

.. and fists.
There was a second wave of goons..

.. and colder, nastier vapor from Freeze.

" .. tell them what has happened here. "
That report, and reports of the other underground attack, diverted half of the Orghams' forces.
The planned diversion for the other half then went into play - a truck that suddenly crashed near the execution.

Azrael fell upon the men before him with his flaming sword.
The way was thus cleared for Catwoman, who went in through a window and put a knife to Arzen Orgham's throat.

(Arzen's mother, matriarch of the Orghams, saw him off on his mission to Gotham at the start of this run, #1062. Her own travel there was set up in #1071 - teased by Vandal Savage, who's currently in the main Batman book.
She's conflating poker with chess here - which is fair enough, as at least one ancestor of poker was enjoyed by English royalty.)

The backup for this issue's a focus on Eiko Hasigawa, associate of Catwoman.
She's on a zoo date with Bette, who's similarly rooted in Gotham crime.
Bette matter-of-factly took a phone call concerning her drug operation.

Later, Eiko thought ' I can't lay claim to all the sins of the yakuza.. but I can lay claim to most of the rewards.

' .. sometimes I get to pretend that I am. '
Eiko went out as Catwoman, salving her conscience with an attack on Bette's operation.

(It's very human that Bette both sincerely believes " I'm a superior predator " and sincerely expected succor from Eiko.
If you look at that closeup of Catwoman's eye near the end of the main story, and compare it with some panels from #1077, you can guess why this backup reminds the reader that Selina Kyle has an acquaintance who's willing and able to assume the role of Catwoman.
