Roscoe was a kid that had been training in the same gym as Steve Rogers. There was an ongoing subplot about him hanging with the Falcon and running around dressed as Captain America.
Captain America #184. We get a respite from Frank Robbins as Herb Trimpe takes over pencils for this issue.
We never find out who killed Sargent. Supposedly, Steve Englehart intended the Falcon to have murdered him while under the Red Skull’s control.
