He does indeed, when he sees her Magen David, the and it's THE pivotal moment in his character shift from moustache twirling Silver Age villain, to more nuanced Bronze Age anti-hero.
A humanizing moment for Magneto, even as he attempts world domination from his (apparently) 100-story-tall octopus-themed island temple lair. His transition from wild-eyed raging villainy to eventual noble villain and/or miscast hero is one of comics' best. His recognition here, something he periodically has to relearn, that the ends cannot justify the means is well done.
I don't think so, since she's still very much learning how her powers work at this point, and even later on I suspect that trying to partially phase water through someone's lungs would likely rick much more serious damage to the lungs themselves.
Fair points, though I was thinking more if she had full mastery of her powers -- just if it's a thing that would be possible at all, since if she were capable of doing it here, I'm sure she would have.

He's got to GO TO FAR or else there's no story, but other commenters are correct: this is a very decisive step on his path from maniacal villain to antihero. Lots of great Claremont moments here. I think my favorite is the reunion between the team and Scott: Scott is so freakin' MELLOW when he doesn't have to worry about his eyebeams, he's almost like a different character. Which is kind of the point of him. I know "mutant and proud" and all that, but he's almost as cursed-gifted as Rogue or certain iterations of the Beast.
