The revolution's the puppet one the Orgham family put up in issue #1086 - Gothamites they'd worked up and infused with spirits, led by the figurehead Shadow Angel against Gotham City's " elites ".
Against it was Batman, most explicit of the challenges to the Orghams' total metaphysical control over Gotham, returned from the near-total defeat they'd dealt him.
With him was Nightwing, Azrael, and Batgirl - part of the response he'd been organizing.

" .. pretty sure the night is already taken in this town. " quipped Nightwing.

" I'm happy for them to waste their time. " the Orgham werewolf Gael Tenclaw remarked aloud.
" But I worry..
" .. where is the Batman? "
The Batman was again with the Ten-Eyed Man (the Arkham City: Order of the World version, on the same rooftop as he was last issue).
Tenclaw continued unopposed with his minions.
" Find her.

" No. "
She took them up to the roof.

(Only some Gothamites are aware of Batman - most still have the concept of the Bat psychologically occluded, as described in #1081.)
Mr. Freeze, in his lair, saw what was going on - and, as Batman'd asked him to do in #1085, turned the " eternal winter " machine he'd been building on.

Tenclaw and his men arrived - and so did Batman, who handled the latter.

Batman followed.
Tenclaw bundled Montoya into a van that some of his goons drove off, then turned to face the Bat.
Then a bullet went through his arm.

(Two-Face is here, as he was in #1080, because of the grudge he has against the Orghams.)

(Gotham, a city where a criminal can reliably source silver bullets before going out to shoot a werewolf.)
The Orghams took the resistance they were meeting in stride - they had Commissioner Montoya secure.

(This is what they acquired the Scarecrow for in #1085.
If your machinery for imposing patterns of thought and behavior on a population needs a reference when writing " innately subdued through fear " onto them, Jonathan Crane's mind is a good choice for that.)
The Orgham queen Dariah turned her attention to the bumps in their road - she sent her subordinate Neang to trace the cold in July slowing their azmer-possessed thralls.

" Hot. " said Mr. Freeze, freezing them in their tracks.
Meanwhile, Batman'd saved Renee from the Orghams.

Catwoman and Batman talked, she still as guarded with his current self as she was in #1084.
" Selina.. when this is all over.. "
" .. that would be nice. Wouldn't it?

(The Shadow Angel's still broadcasting to Gotham.)

(Duela Dent, after the Joker engineered her into claiming herself his Daughter again last issue, braided her hair, got a chain weapon, and trimmed that skin mask.)

" Batman may be giving you a pass to help clear up this mess in Gotham, but I'm not letting you kill anyone, Azrael.

Nightwing, Batgirl, and Azrael leapt to save people caught in a car crash.

" Nightwing. Stop. "
Batgirl laid a hand on his shoulder.
" Trust. "

(Dick's distrust is because of Arkham City: Order of the World - he knows about Jean-Paul savaging escaped Arkhamites with his flaming sword, but he doesn't know that that was because of the psychological manipulations of Professor Pyg and " Doctor " No-Face.
Cass invoking her " raised to kill from childhood " history reminds one that, per relatively recent backstory, Dick is only not one of the Court of Owls' conditioned assassin Talons because of circumstance.)
Azrael used his sword to cut the vehicle open and save people trapped inside.

Nightwing directed them to safety.
" You have never liked me, Nightwing. " Azrael said.
" But I have a new covenant with the Lord now.
" No longer the Angel of Vengeance. Now of Mercy.

" Barely. I bonked you at worst. "

" Let's not have a problem, hmm? "

(Dick and Jean-Paul's awful pettiness, culminating in a wonderful " The back of that suit's definitely padded. " last page.
