I don't know if the colorist intended Shaggy to look that bleary-eyed, but it works.

I like to think the idea has occurred to Shaggy to share his stash with Scoobs, but he's afraid that cannabis might not have the same effect on dogs it does on humans, and might do his best friend harm. Shaggy: using his cowardice power for good! :D

A cursory Web search suggests that weed not only is bad for dogs, but can induce anxiety and panic attacks—the last thing Scooby needs exacerbated,

And the greenish color of the burgers implies that Flash is savvy enough to be plying Shaggy and Scooby with plant-based goodies; nice touch! (Shaggy is canonically vegetarian, and dogs tend to want whatever humans are eating.)

Only one continuity (What's New Scooby Doo) Shaggy is vegetarian.

Interestingly enough, Shaggy is vegetarian on the insistence of his longtime voice actor, Casey Kasem, a devout vegan. It just took until. 2002 to make that happen.

While I can respect the dedication, it did create a weird space for a character whose main personality trait is "Eating everything he can, up to and including dog food" that defacto shifted the entire world into being a vegetarian one

A little bit of googling reveals that the Multiversus Shaggy was from a version of the Where Are You continuity, in which Shaggy regularly consumed meat at the frankly unhealthy levels
