Gwen is taken in by Bullit's rhetoric and pays him a visit.

Bullit and his goons try to get Peter to snitch on Spider-Man.

Later, Spider-Man tracks down Bullit’s goons.

Either that's VERY coded or Stan Lee is just making up political lingo.

I know, I know, genre conceit, but to me it's always smacked of desperation when they start pulling "rando criminals connect dots on the hero's identity in 3 panels that his decades-long archenemies never have" as a plot-driver. Not even as a serious threat to said secret identity, but solely so the hero can take an interest in them.

Grief makes people do strange things.
But given her track record, Gwen probably would've fallen for Bullit's lies regardless.
