Joker's taking a monster-of-the-week approach to Ark M's other patients, which I believe makes Absolute Deathstroke his Goldar.

(Some would say that's as much dignity as Deathstroke deserves - compare with My Adventures With Superman's Slade, and the reaction to him that's " I believe this loser will go on to have grudges against teenagers. ")

Maybe not use the mentally ill as punchbags for Batman? He's got enough villains otherwise

They’re not punching bags for Batman in this canon, though. They’re just part of Arkham’s backstory. The Joker isn’t mentally ill in this canon and so far none of his other rogues are yet either.
