Tony returns and dismantles Norman's armor, so he tells the Sentry to "bring it down!" and the Sentry destroys Asgard.

Okay, I can see them saying "We got too much mutant-stuff on our plate to help with your self-inflicted Osborn problem". But declaring "neutrality" smells just as strongly of "bullshit" then as now. And it's not like they didn't pull this "not out problem" crap when there were still like 300 X-folk running around. Like I said, it's an ongoing peeve.

And that still doesn't explain why Reed Richards isn't there helping to fix the problem he helped create.

Wasn't Reed who put Norman in charge.

Well since they are their own nation now the neutrality thing makes a lot of sense. If they get involved, fighting on the side of the angels as it were, and things go south they know Norman will turn the full force of H.A.M.M.E.R. on their fledgling country and blow them to bits. Playing the Switzerland card right now is the best choice they can make.
