In a recent UXM Cyclops stated that he was keeping the civilian and student mutants on Utopia (and by extension the fighters were staying there to protect them) specifically until Osborn was taken down. He's trying to avoid a fight with Norman, HAMMER and the Dark X-Men on top of everything else.
