She's self-deluded to believe that all the evil that she has knowingly allowed--not merely as an inactive observer, but as a participant to the coverups--was worth it. She allowed it because she wanted to get a chance to exercise her ideas. She thought the ends would justify the means and everything would turn out all right in the end and every person who was victimized by Osborn and company weren't more important than that end. She is a classic villain! And frankly, a pretty good one. I like her--as a villain. She reminds me of Emma Frost, when Emma was cool.

I'm guessing the commenter felt a brief satisfaction in hir futile wish that evil is served it's just desserts. I say futile because Hand is a pretty popular villain, and therefore is assured of immortality.
